Missouri’s Individual Career and Academic Plan requirement is one of the most important things a district can get right. Under Senate Bill 638, every Missouri student begins the ICAP process no later than 8th grade, as part of Individual Student Planning under the Missouri Comprehensive School Counseling Program.

A roadmap, not a form. The ICAP is described by the state itself as a “roadmap” that helps students develop the awareness, knowledge, and skills for meaningful pathway planning.
A multi-year process. Students revisit and build on their ICAP from middle school through graduation.
Documentation. All of it needs to be tracked in a way that supports the district’s counseling program.
